Three gaps, in descending order of how much they should worry you.
1. No named certification body
This is the one we would resolve before buying. A charger is a device that carries 40A continuously for hours, in a garage, unattended, while you sleep. Testing to a recognized standard by a recognized laboratory — UL or ETL are the names to look for — is not a luxury feature and it is the one specification we will not trade away for price on this site.
The listing we read did not name one. That does not prove the unit is uncertified; marketplace listings routinely omit things the packaging states. But it does mean the burden is on you to check the listing page and the product photos before ordering, and to return it if the mark is absent. 2. No enclosure rating
Without a published NEMA or IP rating, treat this as an indoor charger. That is a real constraint, not a technicality — a garage wall is fine; an exterior wall is not a risk worth taking on an unrated unit. 3. No warranty term
EVPOVO is a small brand with essentially no service track record. Combined with an unpublished warranty, the sensible way to think about this purchase is that your practical recourse is the retailer’s return window, not a multi-year manufacturer warranty. That is survivable at this price — it is simply a different risk profile from a three-year warranty on an established brand, and you should price it in rather than discover it later.
Who should buy it
The buyer this suits is specific and genuinely well served: you have or can get a NEMA 14-50 outlet in a garage, you need real cable reach, and your budget is the binding constraint. For that person, 25 ft of cable on a wall-mounted 40A unit at this price is a better use of money than a 16 ft cable on a slightly better-known nameplate, because cable reach is a problem you cannot engineer around afterwards and brand recognition is not a specification.

The verdict
A legitimately good value proposition with one open question attached. The 40A output is the right amperage, the 25 ft cable is the specification that most affects daily use, and the wall-mounted construction is a real step up from a portable on a hook.
